Received this from a West coast SEAL. He doesn't know the brand, and I've turned up nothing thus far. No tags anywhere. Looks like it fits 3 MP5 mags, and 2 pistol mags. It is VERY large for a dropleg as well, practically wraps around 2/3 of your leg. ITW buckle, but no date. It was dusted with khaki. It reminds me a lot of BHI stuff, given the belt attachments and removable pouch flaps.

That was pretty much my thought on it too. I actually thought it was a chest rig when I first saw photos of it. Haven't been able to find anything about it yet from catalogs.

I remember going to BHI in the mid to late 90s and they constantly had odd-ball stuff laying around on clearance. Special order stuff and gear they didn't list in the catalogs. Pouches in Real-Tree, breacher rigs, etc. Weird stuff like that, mostly made for local units or one offs.

It's worth noting that in your photo, the pistol magazine pouches at the sides don't appear to be of the same material as the hip pouch itself.

I hadn't noticed the difference in fabric. However, that fabric (stiffer) is sewn into the interior of the panel (it goes between two layers of cordura used for the body of the panel), which means it is not a custom addition. The sewing all lines up too. Looking at those photos I would say it is definitely something BHI.
