mhh left from the MC pistol pouch I see a row of webbing in cb and then the velcro begins...

It's a multicam cummerbund which has multicam PALS-webbing sewn a bit onto the velcro.
The webbing is multicam, it just happens that part of the roll had mostly the Tan#499 base color on it...

He just didn't fasten the cummerbund properly. The coyote you see is just velcro, that's how the CPC looks like and that would normally be fixed under the front flap.
