It's a carrier deck (or LHA), they're wearing early LBT, and they have float vests on. I'm gonna go with Navy SEALs.

That pic was discussed on MPNet several months back and were ID'd as Rangers. Check their 75th Ranger Regiment thread -- if I remember correctly some of the old-school Rangers on that site confirmed it.

Edit: My mistake -- The photos are on page 55 of their "160th Special Operations Aviation Regiment" thread. Funny I can't see the pics when I go to the page but I see them on Google.
