That looks cool as hell, but I'm curious about the design; namely why?

Is it basically just a JPC with detachable flaps atop the shingles? All that seems to accomplish is a slower draw and you lose a line of pals. I originally though they were doubles which would have made sense (Crye have basically just integrated their standard double mag pouches into the JPC, plus most standard doubles are covered), but as is I can't figure out the logic behind it... :?

Perhaps just simple mag retention.

They (NSW) are more likely to be jumping out of planes and using water based vessels than many, so maybe it's juts a case of ensuring that kit stays put, or there's guidelines/SOPs governing what type of kit they can use of certain activities, closed top pouches may be one of the points.

Thanks for the info, I'd never considered that! I'd always imagined that the JPC was a truly jumpable rig, but that makes sense if/as it's not.
