It's the NFM cover with rails & shroud velcro flaps.

Yup. And it's a piece of shit, from what I hear.

I've had one for a couple of years, but quickly sent it to the gear cave.
My assumption is that was built with Norway's big army in mind, as they would probably not accessorize the rails much and/or often, hence the annoying flaps...

Yup, designed by the NDLO if I recall correctly.
At least they had the common damn sense to only put them on the winter version of the cover, apparently the woodland one only has cut-outs.
