Those small plate inserts can cover different requirements:
-Steel plate (worn in front of soft panels) can serve as mere trauma mitigation inserts, but sometimes will also be designed to defeat high velocity pistol rounds (like 5.7x25 for instance).
-High density foam inserts can sometimes find their way behind soft panels to act as trauma mitigation add-on
