I am looking for light weight NIJ III+ ICW plates, size 10x12".

Must have all relevant certs available, as well as test reports if possible.

Yeah, I am aware of these guys, but there is very little info about them. Same with Solo Int.

Given the choice I'd go with uktactical over solo int. Uktactical have a good reputation with serving military and civilians , they've been running a long time now.

A few years ago, uktactical started selling ballistic materials, that no body knew,
i dont know if anything changed, but i wouldn't use some unknown material, that may or may not live up to the ballistic level needed...
I think this is also where AGR416 stands.

But what about Mehler Vario Systems? I see more and more of their items for sale, at very good prices.

There's a few great companies in Europe when it comes to hard balistics, such as Tencate/Ares, Mehler or Verseidag, but they usualy don't do individual purchases.
Do you have any leverage on your end?

I wouldn't be to worried about the ballistic products from Nexus (uktactical.com). I used some side plates (dyneema lvl III) for 7 months in afghanistan in '09. I know that ot os not an argument in itself but I shot mine with .308 NATO at 20 m. No penetration and reasonable BFD. I am not a ballistic expert nor did I use certified teqniques (just before anyone gets upset). My point being that I would have no problem bying from them again.

However I would go for Sarkar Defence. A little scottish company (with a US based department as well) that has had huge success over the past few years. They have won some pretty fancy awards!
I have met them at SHOT Show two times and they are awesome as a team and in general just very pleasant guys to talk to. They would be my number one source if I am ever going to need my own armor again.

I would definitely shoots an email to Englands body armour and Jack ellis... Both have a good 9mm thick Lvl 4 ICW plate which comes in about 4.5 kgs /pair. Have used them in several carriers and vary pleased with them Jack Ellis have also custom cut soft armour for me and been flawless .

Do you guys know any retailers or manufracturers selling to individuals selling ESAPIs standalone Lvl 4 in Medium?
Only ones I could find are in Large and dont fit into my Crye JPC
